Nope. They're protected, as most migratory birds are. Making it illegal to shoot/maim/injure/etc. them.
If you can demonstrate that the geese are negatively affecting your business (such as a golf course) AND that you've taken appropriate non-lethal methods to remove then, then you can apply for a permit to kill them and hope it works.
